A 4 star general is supposed to be able to add his traits to all units in a province. I wonder if he needs to be left outside of an army or corps for that to function properly-or can he be in an army (with or without another 3 star) and have his skills passed around to other armies/corps in the province?

They dont have to be out of a container.
