Unable to Declare War

Unable to Declare War

I've got a funny situation in my SP game as Russia. I was at war with them in 1798 and the surrendered. It is now summer of 1799 and I seem unable to declare war on them. When I right click on their Polish territories (or anywhere in their Empire for that matter) all I get is a "Violate Neutrality" selection, but no "Declare War" or "Sneak Attack."

There are no enforced peaces or other treaties that would do this as far as I know, though perhaps I'm missing something.

When someone surrenders to you, does that create some sort of automatic 'no aggression' period for one year afterwards or something?

I think it might be 18 months.
 
Look on their diplomatic relations screen.  If you recently won a war against them their will be a white dove and the number of turns of enforced peace remaining.

BTW, this doesn't apply in Multiplayer I wouldn't think eh?

ADDIT: so do I get anything from "violating their neutrality?" and sending my troops over the border into their territory?

I think you might glory loss for doing it in certain situations.
 
And yeah enforced peace after surrender does apply to multiplayer.
