Loading Troops

Hello All...

As Jap.

Now is mid 1945 and troops attached to Kwantung area are becoming available in home land Japan.

I cannot load the troops in to a TF Why?
How it is supposed to take the troops to the Battle area in preparation for war with the Rus...

you have to "pay" for the transfer with political points i believe.
