Frustrated - how to play this game?

I bought this game a fex weeks agio and I can't figure out to play it!

I started as the Central Powers in 1914 and can't get my German or Austro-Hungarian trrops to attack! I've tried moving stacks across the border into France and get invalid move. I've declared war on Belgium and can't attack Belgium. I get invalid move when I try to attack Serbia and Russia. The French and Russians are attacking and I'm taking losses

About the only offensive move I've been able to make isn to send a German task force into the North Sea where it promptly got the snot knocked out of it by the British.

So, can someone point me to a tutorial or give me some advice?

BTW, yes, I have been reading the rules and they are not a lot of help

To attack, you must during the "Activation phase" activate HQ units that in turn allow all adjacent units to move onto enemy controlled hexes. If you fail to activate an HQ adjacent to a unit you want to attack with, it will not be able to move into enemy controlled hexes. [Except cavalry stacked with infantry, which can help you save on AP expenditures.]

You will quickly realize how important HQ activation points are, activate only where you can attack in force and where the HQ can activate a large number of units. When building do your best to resupply your HQ's. It is better to build up your activation points for big offensives than to peck away at the line.
