I have definitely seen more docks increase starting ship morale in SP games, but have not tried it in PBEM.

New Naval Question:

Does a 1st/2nd rate have better "survivability" during instant/quick battle than a third rate? I know that they get bonuses to attack.

Survivability could be important in determining if countries should build such 1st/2nd rates to carry upgrades such as "admiral", etc. If they ARE more survivable, it would make sense to include at least one in a fleet as a flagship (assuming you provide them with the admiral upgrade, of course).

Also, do the bonus of more than one admiral add more to the morale of a fleet (assuming they make the % success)? ie. do two admirals add +2 to morale? I wouldn't think so (should be a max +1), but I am not sure how to check.

I always put Admiral upgrades in 1st raters myself, and in Detailed Combat they certainly seem tougher, but not sure about Instant Combat.

1st/2nd rates have defensive bonuses in quick combat and so are more likely to survive combat proper, but when fleeing have the same base chance of being captured (FWIW, they are less maneuverable and slower close-hauled than 3rd rates, so arguably might be given *worse* survivability ratings on pursuit).
