For months, England has been trying to trade Luxuries with me for cash. My settings the entire time have been as shown here. But the trade never happens.
Can it find a trade route to one of your money exporting provinces? Do you have net money production? Does England have net luxury production?
Some feedback in the Events of why the trade was rejected would perhaps help. Even if this is a bug, it would help for correctly rejected trades so 1) you knew they were being checked and b) you understood why they were rejected.
Heres a report of what I see when they get rejected.
All PBEM boxes are checked correctly (on both ends from what I see in AKs screenshots), both sides have the appropriate resources, seazones are open, ports are unblockaded, we even have several trades for other commodities that went through just fine.
Well, it may be that by that time in the movement phase, Sweden isn't producing enough luxuries any more. I'll consider adding additional messages here, but it's not a simple thing to do.
Looking at my development screen, I see I generate 24 Luxuries each month. But my people are expected to consume 21. However, I have a pool of 260. So I would hope I could trade some!

It's stockpile, but it's also net income and income within the province. There are several criteria, all of which must be met. If you can't get a small (1 for 1) trade going, I'll take a look at the save files and see what's going on.
