I got the game last week and then promptly flew to Tokyo. When I got back a few days ago, I have been playing around with it here and there but am finally getting into the game.

1 question. I'm playing Britain and I managed to force Spain to surrender. I had them cede Asturias (?) to me and it never came over to me. I read earlier that provinces have to be adjacent to you. Is that what happened here? Seems weird that it would let you do that.

It seems that enemy fleets easily avoid my fleets. I do finally track them down but it can be frustrating that a French fleet goes right through my fleet and isn't forced to fight many times.

I own Empire TW and this is by far a better production. I have already de-installed Empire. Of course, it's a space hog, too. The constant CTDs in Empire became too much.

You should not have been able to even choose a province that wasn't eligible to cede.  Without a screenshot it's a little hard to tell you exactly what went wrong though.  Note by default though it takes a couple months for the ceding (is that a word?) to happen.  Also note it is possible for two countries on the same side to ask for the same province and you will often lose out in this circumstance.
 
For fleets, they can indeed be slippery.  The AI is very good at avoiding battle, a skill the player can emulate but simply forgets to do a lot.  It can help a lot though to have interception set on.

Well, it never went to anyone.  It stayed with Spain.  But I did make them scuttle 12 ships!  I figured they were just cheating me of my justly earned rewards.  I don't think anyone else got any rewards from beating them.  I did all the work.  I also got a few colonies from them so it's all almost good.

The interface shouldn't allow you to select provinces that can't be ceded.  Did you happen to have Portugal as a protectorate at the time?  (Though I guess Asturias doesn't border on Portugal directly.)

Not yet.  I did something wrong because I went to war again with Spain and this time (I had Portugal as a protectorate now, though), I was able to get it to go through. I have chalked it up to doing something wrong at some point.
