Do POWs count towards your mobilization limit

Do your own unit still count against your mob limit if they are captured by another power?

The situation is, last turn in Another PBEM, I lost a battle to France. He captured an Infantry division and captured one of my Artillery divisions. My mob limit only went down by 1. So my question is, does the infantry division that is now French POWs still count against my mob limit? Seems like it should have subtracted 2, 1 for the artillery thats now his, 1 for the infantry division.

The arty is gone forever, so you got the mob count lowered by one. When the war is over, you'll get those gutless infantry cowards that surrendered back, so they still count against your limit. I assume that if a pow unit is disbanded from being too small you'd get the mob count lowered, but I've never verified that.
Occasionally, and randomly, problems and solutions collide. The probability of these collisions is inversely related to the number of committees working on the solutions. -- Me.
