Playing PBEM as allied, seems strange but its July 42 and I dont seem to be able to create PT boats. Im given the option to create barges, but the PT Boat toggle hasnt been lit up at all. Is this normal?

You should be able to create a few PT boats at the beginning of the game... if you use those up there is a LOOONNNGG drought of PTs until later in 1942... this is set by numbers put into the scenario, and in CHS it is based on actual numbers of PTs that were available.... ditto with barges.

BTW - you usually need US supplies to make PTs, iirc, so you might be able to create PTs at one base (or TF), while another will not allow it.
