I think it's a Japanese photo.  Few Allied photos have that sepia tone to them.  Though the gun mount looks like it could ba Allied.

My first guess it they are observing some kind of depth charge drill, or blowing up mines.

I agree, looks like a 25mm/60AA gun dual mounted. Their caps don't look right to though.

The gas mask canisters are Japanese. I've seen photos of these style hats on Japanese troops.

That thing on the right almost looks like an aerial bomb being skip bombed toward the ship. Those guys don't look too concerned though.....
