List of available HQs is empty

When starting scenario from begin - all works (but not enough political points)

Yes, i have the same problem. [&:] In turn two i can´t change the HQ. In turn one this ist ok.

When i don´t change anything in turn one ( and turn two, three...), in the follow turns i can change the HQ.

No ... I don't change HQ. When I tried to change HQ in approx. 10 turn, I cann't do that.
I tried to begin scenario again. In turn one all is ok (list of HQ is available, but I don't make it). In other turns - problem.
But ... I can change HQ for ships (tried 10 sep. 1942)
Tested Coral Sea scenario. In this scenario I cann't change HQ from beginning.

Guys I'm not entirely sure how it works in AE as I've only just started my first trun but it should be similar to WitP. To change HQs it cost Political Point (PPs), these PPs are gained every turn (see the manual for how many). If you don't have enough you can't do it. In the Coral Sea scenarios its length will prevent you from changing anything.

I know about PP. When not enough PP, list of available HQ not is empty. It's grayed (inactive).
I have enough PP, but list of HQ is empty (see the picture above)

I thinked about post of Francis Drake. And tried to find difference.
Possible I have problems because merged regiments and brigades into divisions in first turn.

I merged regiments and brigades in first turn into divisons too. Then i can´t change HQ.
