Problems rearming a minelayer

Load the thousand-mile war scenario.
Create a minelaying TF with a single ship (DM pruitt) in Dutch Harbor base.
Go and lay a minefield and return to port.
Dock and hit replenish from port. It says TF could not be fully rearmed. DM pruitt's Mk 16 mines show 0 ammo.

Dutch Harbor is a size 5 port with over 200 naval support (220 in my case). All units with naval support are in combat mode. Size 5 port should be able to rearm Mk 16 mines with 180 naval support. I have over 100 Mk 16 mines in my pool and Dutch Harbor has over 40000 supplies.

I can send the save if needed, but I think this one is easy to reproduce.

Is the rearm levels in the manual correct? Section 9.3.3.2 says that "For Mines, ASW devices and Torpedoes, the LOAD COST is used". In the editor Mk 16 mine has a load cost of 2040. So the rearm level is 2040 and NOT 1200 like the table in section 20.1.2.2 tells.
 
If that is the case then size 5 port would need 348 naval support squads and not 180.

Some of the smaller scenarios use a slightly older version of the database. The Mk-16 has a load cost of 1200 in all the main scenarios. Table is correct. We are looking to clean up these discontinuities.
