Supply is broken in USA

1. Mulberry's do not work in USA. Tried them in 3 different places. I believe this is related to them not working in the Barents Sea area either.

2. Supply would not propagate from New York to Philly after they were both behind Axis lines.

Save game is too large to attach.

Edited to say that it appears the supply system rules may be the core of problem #2. Since New York has an internal supply of 30, it won't accept convoys. Internal supply doesn't propagate, so neither Boston nor Philly rise above 20. All of this remains true even after the USA has surrendered. This is a weird result...[8|]
