Spain Social Unrest

In the 1939 scenario, when you look at the nations Spain shows 0% social unrest at the start. If you try to play Spain its 100% social unrest and does not appear to go down.

Is this a feature or a bug?

I suspect that this is a confusion due to 2 different meanings of the term. The initial screen and the diplomacy screen both list the social unrest as a "% disorder" for lack of a better term. This is a measure of how unhappy your citizens are, and will increase at times due to events, declarations of war, etc. It will then gradually go down over time (unless other events trigger increases).

On the production screen, there is a "social unrest" which is a multiplier for production. This value is (100 -% unrest) and increases as unrest dies down. I suspect that is where you are seeing the 100%.

We are planning to change it into something else, like 'civil order'

I assume you mean that you will only change one. If you change both, the confusion between the inverse relationship will remain.

Thanks! I really appreciate the quality of the support for RtV and ToW. Makes me want to look up the status of Bitter Glory again.
