In my GPW-Stalin AAR game the USA has had Pearl Harbor occur, and has declared war on the Axis, but has not joined an Alliance. This seems very weird to me. Is using DP to influence them the only way to get them into the alliance. Having them fight as a neutral is interesting, but surely they can also choose to join those other guys fighting the Axis too. The JCS would have pointed out the obvious advantages (British bases, etc.) to the government.

I had the same thing with Italy, when playing as Germany, Italy went to war with Greece, Greece joined the Allies, so Italy was at war with the Allies, but was not Allied with Germany
