Possible bug: can't evacuate Tulagi

Playing second day of the Guadalcanal scenario as Japanese against AI. I have both amphibious and fast transport TF's at Shortlands and wanted to explore my options for evacuating forces from the Lower Solomons. I have units at Tulagi, Lunga and Tassafaronga. I can issue orders to both types of TF to pick up units at Lunga and Tassafaronga, but not Tulagi. I've attached a screenie which may help to illustrate this - sorted the list by base, but Tulagi is nowhere to be seen. Is this a bug, or am I missing something?

I cannot transport troops from Truk as japanese in the same scenario although there are troops attached to some differents HQ. Bug?
