Aircraft Withdrawal

Playing Scenario 2 and keep getting notified that I need to withdraw groups, both overseas and in the US. When I go to withdraw the withdraw is not option only thing I can do is disband the group which gets rid of the PP penalty but I am afraid will cause problems down the road.

Am I missing something?

From other thread, it was said that disband is also fine. Some groups/squadrons just cannot be withdrawn, just disbanded. I think it's because they are ones that do not come back in later date.
