Shouldn't be allowed

Not a bug per se but landlocked nations shouldn't be allowed to buy anything fleet related. In fact, the fleet button should probably be greyed out as well.

Actually they could use them if they could capture a port, and that actually could happen, not very likely, but it could.

River subs sounds like a good idea, then again why can't the Slovakian vessel be launched from a German or Italian port? That would be within reason.

Agreed, if they controlled a port it makes sense to be allowed to build naval units. Or deployed at friendly ports regardless. But the first condition isn't true and the second one isn't allowed (this is actually what I was testing). Thus you shouldn't even be able to build naval units in this case.
