Nope, that's historical, they were there for repairs/refit IIRC. Just stick them in the shipyard and fix them up.

This must be a bug.

The West Coast BB refit yard was near Seattle. The Colorado was being refitted and the Warspite was having damage repaired there on 7 December 1941.
