Is there a special program you modders use to mod?

I have been looking at some of the wonderful map & counter mods starting to emerge. Great job!

I was wondering on how to get started on on editing the map and/or counters. Any pointers or direction would be very much appreciated!

John,
I use GIMP (GNU Image Manipulation Program). [LINK}
Given the files to mod are png's, gimp handles transparency/ layers in a very simple and straightforward manner.
oh, and it's free!

Paint.NET also works good and is free.
