Naval Support in HQs does nothing

I can't see where this is reported, if so, sorry.

Aleutian scenario, cargo did not load according to manual. set up test scenario. Naval support
assigned to North Pacific HQ is not affecting loading.

Here is one. TF1 at Dutch Harbor. Level 5 port + 218(220) Naval Support so it should load about 1000 + 4400 supplies. It will load 2960 to 3000 supply instead( depends on repairs to the disabled Naval support squads).

Sorry, I didn't really zip it, I just renamed it. Change it to *.pws and it should be fine.
Or use this one. I forgot that 7Z would do a zip file

OK. this is not technically a bug but we are going to change it. Originally, Naval Support was only available to Naval HQs. It will now be extended to all HQs. They will continue to use the normal range processing, so Naval Support will be available in decreasing amounts as distance from the HQ increases.

Non-HQ units must be in the same hex to be used.

And, as always, the unit must be in combat mode and not be packing/unpacking.

Don, is it possible to have naval support only show on base info screen if it is being applied aka engineers. This is quick way to verify if working. The base unit screen would show all available naval support at base like engineer squads/vehicles.
