Bug? Moving infantry that is unpacking from strategic movement

I moved a LCU that needed 2 days for packing/unpacking for strategic movement. After 1 day the LCU moved 15 miles. Is this WAD or a bug?

So I cannot move a LCU while it's packing for railroad movement but I can move it when it's unpacking?
What unpacking means in gaming terms?

Having done rail moves while in the US Army, this does make some sense. When a unit is packing it takes time to prepare the equipment and load it on to the rail cars. However, when arriving at the de-training location, often an "advanced party" can unload and move off before the entire unit is ready. One can also see examples of this in reading about German rail moves on the Eastern Front, such as the unloading of the SS Panzer Korps prior to the Konrad operations in Hungary in early 1945.

What unpacking means in gaming terms is that the unit is unpacking but also starting to move off towards its destination at the same time.
