That base is one that flags up in the Ops report as failing the garrison requirements - took me ages to find it.
I admit this is the hardest of many 'dot bases' to find. Perhaps it conveys the problems of the leaders of the time due to poor maps.

Land bases with no units or supplies are very difficult to spot. For example, there is one such base here... find it out -- I stumbled on it purely by accident: [:D]

If you look again you can see 3 dot hexes, theres one in the se corner[:'(]

Both corners have dots, so now I see 4!
Tomorrow at this time there will be 8 of them, they just seem to multiply without any need for supplies...
