Using Counters 2 -- what are all of the lights on the right side

Looking through the manual, I can't find a succinct explanation of all of the information available on the counters.

I remain confused by the unit strengths. Are they expressed in decimal numbers? What does "3.3-5" mean?
3.3 in strength?? I get that the "-5" is the APs.

Yep, in this case 3.3 is strength, 5 is APs... after first patch it will be "3" (3.3 rounded) and "5", separated so moders can place them anywhere they want and use different fonts, sizes an colors if they want. :)
