Naval Academies I

Are the naval academy upgrades supposed to effect the morale of ships that are finished after they are purchased, or only the morale of ships that are STARTED after their purchase?

I am curious, because I just finished construction of a ship, and I don't see the .5 increase in morale applied to the ship. It is at 5.4 morale coming out of the same province I built all my other 5.4 morale ships. Then again this might be related to the issue Kingmaker brought up where additional barrack and dock levels seemed to have no effect on Ship quality either. I have subsequently been looking for that myself and verified no apparent difference.

Maybe this is supposed to go in Tech Support since I am basically asking if Naval Academies is working, depending on how it is supposed to work.
