Ship Class Upgrade to 0?

Ship Class Upgrade to 0?

Just familarizing myself with the database so I can reorder things to be easier to find.

I noticed some ship classes which had upgrade slots of 0. I usually see a ship that doesn't upgrade as having the same slot number for the upgrade as the class itself.

Is this something not kosher?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)
