in a lot of AAR i read about railways construction, but i found nothing about it in manual: it's now possible build railways?

No it isn't. In those AARs what you are reading is fictional writing. When they say 'building railroads' in an AAR, they are usually putting their own take of the historical use of POWs by the Japanese as slave labour.

All you need to do is substitute a PWHEX file with the railroad for a PWHEX file without. There's a tool provided to edit PWHEX files.
