Restricted Air Groups

Lets pretend I haven't memorized the manual yet... I went to change the HQ of a restricted air group and it's HQ is grey out not allowing me to change it. Are there units in the game that we are not allowed to reassign to other HQs so we can use the unit ?

I don't remember the actual unit, but it was a group of 6 Nates.

Short answer - yes. There are several units that are permanently restricted for both sides.
