testing a new scenario - initial placement

I'm starting to test Schlobin Scenario.

In this Scen, German forces are coming from the North advancing on Soviet positions.

However, i notice in the setup phase, i'm allowed to move my forces alomst 200 meters soutward (toward the Sov lines). I can only move them around 30 meters north?

Is there a way to restrict this. I dont want players to be able to set-up that much closer initial Sov positions.

Put a Sov truck out close to them.  (Or a sniper).  Or make them reinforcements coming after turn 1.
