Leaders lost

I unassigned some of my leaders to move them around and 2 months later they still do not appear. Where have they gone? Did I miss something in the rules?

The rule I remember says they will be available the next turn.

What I can see now, they are assigned to some units, or at least they are set up as assigned.

Well I put them back in the pool and they don't show up with their old units or for reassignment. The first set are the ones that are missing now.

What should they look like if they were in the pool waiting to be assigned?

Last digit should be 0 (zero)

Yes, they should

Pleae buckup your save game, as there is small chance that those commanders are in some land units still assigned, and there is also an entry in land units file about commander ID leading unit.

Make a backup, change the digits and see what happends.
