Japanese sub ops: sinking cargo ships?

I was wondering whatever happened to the option so that Japanese subs were only allowed to sink allied military ships and not target cargo ships. I remember in the old version of WitP, this was a "realism" option, but I can't seem to find any reference to it in the WitP: AE. I didn't notice the option was missing until I lost 2 unescorted AK ships to Jap subs off of Australia. Just wondering if I was missing something.

We removed it to make room for switches we thought were more relevant.

All of the major submarine navies had pre-war notions of going after enemy warships and not going after enemy merchant ships. All of them abandoned the idea once they went to war. The Japanese submarines sank about 60 merchant ships in the first six months of the war - that was tough to do in WITP even with the "doctrine" swtich turned off.
