I don't think you are misreading the rearming chart ( 20.1.2.2 ) it is just wrong. The Mk16 mine has a load cost of 2040, so you need 1740/5 = 348 Naval Support squads at a level 5 port. Not the 180 that table 20.1.2.2 states. Note that I have tested and 348+ Naval Support will allow the DMs to load the 100+ MK16 mines available.

The Table 20.1.2.2 is correct - Mk-16 has an LC of 1200 - for the main scenarios. Appears to be some differences in the smaller scenarios 003, 004, 005, which use an older LC of 2040. Noted, and passed to the the scen designers.

My experience, lo' these many days of playing AE, is that when you click at "I", then select "Types in the pool" (last-but-one choice), sort type of weapon alphabetically and scroll down to "Type XX mine", you may not have enough in the pool to rearm. I've had one of big Jap minelayers (I-124, I think), sitting at Takao. Each turn I hit "replenish from port" and it cleans out the required type of mines from the pool. Can't load what ain't there, mate.

I've just uploaded a fix for this problem, for both scenarios 3 and 5.

For the USA factories to build only (1) Mk. 6 mine a day is absolutely ridiculous.
This seems to be the only type of mine all its surface ships use ?????????
