Recon and Damage

Was wondering if anyone can clear this up for me. In one of my PBEM games I bombarded Port Moresby with ships.

In the following turn I noticed the mouseover on the base itself indicated the following rating for the airfield, 4-(2). Does the (2) indicate the level of damage? The current base level after the bombardment?

Opps! Forgot to ask the following, does this show up all the time? Or is it because I am heavily reconning the base?

The rating 4(2) means that the airfield is currently at level 4 and can onyl build up to level 2 normally. To build higher than level 2 will require lots of engineers and supplies and longer than normal.

For example, a Port that is 3(6) means that the port is currently at level 3 and can build up normally to level 6 assuming there are the necessary supplies and engineers at the base.
