what is the best way to repair these quickly? resting on a big base with a lot of supplies?

HQ's should help as well.

Do land units get replacement soldiers out of the supply stockpile on a base? Somehow that feels weird, turning supplies into human beings.......

Otherwise you would need to transport every single squaq, gun, tank, ect.
So it is some kind of "abstract" solution.

Does the manual say exactly how much supply is used per item replaced? It makes sense to deduct supply for replacements to represent the fuel and food necessary for them to teleport to their destination, providing the amount is reasonable. Remember, when the human beings are in the pool they don't use supplies so in effect they don't eat while awaiting deployment, at least I think that's the way it works.

The replacements come out of manpower ultimately. The supplies are used to draw the replacement items or squads from the pool where they were created using manpower points....or for the Allies, just show up in regular amounts.

You want lots of support at the base to clear disrupted elements the fastest. And lots of high-supply bases close by to improve the chances of getting more replacement items.
