Seems the best use for these is ports that have Small Craft and/or Escorts to assist with repairs. Seems meaningless to have them at larger ports with lots of capacity but instead put them at smaller ports that may have smaller ships running ASW patrols for example to help with repairs. Any other use?

The will also rearm smaller ships ammo up to the load cost of weapon equal to the cargo capacity. For example will rearm DC of your ASW platforms, AM's etc.
