Panama road and rail link

I've tried to move troops between Cristobal and Balboa but I'm told there's no link. I think I've read that there should be but even if you can't why is there a road and rail network?

It's already been noted and is being investigated. It will probably (IMO) be fixed in patch 2.

Also found it weird not being able to send ships from Cristobal to Balboa to combine together then send on to the West Coast as it doesnt accept that as a destination..[&:]
