1083 Beta Missing Reinforcements

Playing Allies v AI in Scenarios 6 and 9 the scheduled ground reinforcements do not arrive at the end of Turn 1. These consist of 6 US Base forces, 3 PA Bns and 3 Lettered Port detachments. The Naval and air reinforcements arrive as scheduled.
I thought the hotfix might have interfered so I uninstalled AE then reinstalled it and applied the 1083 patch. The ground reinforcements did not appear.
I don't know if this is as designed but I also saw in the Aircraft Replacement Pool, 2 instances of Hurricane IIb Trop. One in 42-02 and the other in 42-03

There was a bug in stock that the first turn reinforcements could be lost, particularly if variable reinforcements were on. This often affected at least one of the USMC battalions in San Diego.
