CSA Can't Emancipate even if option to do so is turned on

In the Nation window the Emancipate section has no Emancipate button as CSA; just a description of what the effects of Emancipation are.

Am I missing something?

There are criteria before you can emancipate. I think the button only appears if you're actually able to do so.

Are you sure you've met the criteria, which are in the manual? (Check the patch documentation, in case they've changed post-release. I can't remember.)

Thanks. I figured it out.

The manual makes it sound like you can do it right away.

Where can I find patch notes? When I download patches all it has is an exe file.

Patch notes are in the "ReadMe" file in the main FOF folder. I believe they are in both .doc and .pdf format.

There have been so many changes since release that these notes are essential.
