Could this be possible done?

I wonder if a change could be made, possibly in Patch #2, that allows loading and transporting by sea of restricted command LCUs from one base to another within the same restricted command. What I'm talking about is transporting an LCU assigned to New Zealand Command (R) from, say Auckland to Suva or a Dutch unit from Balikpapan to Koepang or Kendari. After all, if it can be done by air (I've done it), it should be possible to set it up to be done by sea as well.

There should, of course, be restrictions, & they could be as follows:

1. The departure and destination ports are within the same command.
2. Cannot change destination port to a port outside the command after sailing (unless condition 4 applies).
3. If destination port falls to enemy, may move to another port in same command.
4. If no ports within the same command are available, can move to another port outside command, but cannot unload troops unless HQ command of the LCU is changed.
5. It will cost player 5 political points for each hex travelled from Port A to Port B (including any hexes taken as a detour due to enemy action).

This was discussed way back, iirc, it would take a lot of resources for not much of a gain.

There are other things once bugs a taken care of that have a bigger bang for the resource buck.

I think can be easily done by simply applying a PP cost each turn for each LCU attached to a (R) HQ who is in a base from a different command.

So the only concern will be in non-base hexes, that should be "marked" in ownership as bases are.

That could have some bad side effects. When you take a base, the ownership is some function of the units which take it. So I (as Japan) have bases which are clearly "Chinese" but are owned by Southern Army. But I should be able to garrison them with my China army unit.

If you are playing against the AI you could use the editor to make them unrestricted so they can board ships and use the honor system to send them only to appropriate restricted bases.   There may be PBEM players that trust each other enough to do something similar in PBEM.

The game could let you load any restricted units, but only unload the restricted unit on a port that has the same HQ...

We thought about that. Designed it, found it was full of possible cheats. A lot of good ideas don't get implemented because cheaters can abuse them to break the game.

Indeed. We are still looking at doing something like this (as part of the implementation of national areas), but a big problem is how to get around the cheating. For example, what do you do about an Allied player who picks up lots of Dutch units from the DEI, and leaves them on ships for a couple of years (so avoiding having to land them at a prohibited port), before using them again when launching an offensive in the DEI area?

Happens already, there are disruption penalties for each day a unit is on a ship, still won't stop people from landing them in the second wave, rest a few days and move on. Anything more severe can't be implemented as you'll also be hurting the necessary movement of LCUs from WC to Oz and other long trips.

A different approach could be refunding PP when you take the unit back to the (R) HQ they owned previously. This anyway would require “hardcoding” the initial allocation of LCUs , and mark some HQ as “no allowed return” when some circumstances occur (i.e. Japanese ocupation of DEI).

The only thing I have been able to think of is some sort of medium term penalty - say, after being on a ship for more than 3 months, LCUs will start to lose morale. Once their morale reaches 0, the unit is eliminated. But to do this you would need to add counters to the ships and/or LCUs to track it, and the code to handle it, and this is only one loophole. For every loophole we think of 10 others will probably be found and exploited. There are a lot of creative people around here...
