F4F rate bug still there

Someone pointed out a couple weeks back that in the quiet China scenario that the F4F rate was still 35 rather than 45 as the patch notes. This anomaly is still there with the new patch.

Scenario #7 (Quiet China) also didnt get the reduced B-26 replacement rate.
