PH Air Strike Questions

Was an old hat at WITP (had an original hard copy from the first batch sold at Origins) that slowly drifted away, and am figuring out the difference with AE before I start a grand campaign.
My question is, in trying to figure out the best altitude/target composition for my PH strike I have noticed that the Kate groups that actually fly the strike are quite variable. I understand TF size, morale and such all play a part in which units fly and which dont but I am trying to understand why sometimes as few as half the Kate strength acutally fly in the strike. It doesnt seem to affect the Vals (all 143 or so allways fly) or Zeros. (just the Kates) Sometimes as few as 61 take part in the attack [&:]

Any input or ideas?

Have you checked to see if they have Port attack as their main target? Make sure Naval attack is not a secondary target as they may go after a target near PH instead.

Port attack can onlybe secondary task if Navel attack is the primary. These are set on port attack primary. (actually I havnt touched the Kate orders from the standar orders given at the start of the game)

Set them at Port Attack for their primary mission, or airfield attack.  Nearly all the ships in PH are in port, not in a TF on 12/7/41.
