Struggle with subs

I play a scen 2 PBEM as Allied.

My submarine war started pretty well, but lately, the submarines have lost their aggressiveness.
Almost every turn one of my subs has ended up in the same hex with a Japanese TF. The result has been an ASW attack or nothing at all. No attacks against juicy targets with poor ASW protection either.

Is the submarine warfare tuned somehow lately (1083c/1084d) or am I just unlucky or am I missing something?

Im playing Japs campaign and my subs barely had any action till turn 15. Then suddenly they went berserk and sank 7 ships one turn and attacked everything in sight [:'(]
I noticed thir captains tried harder and more action was seen when i set sub TF React to 2. Makes it more risky tough if enemy port with mines is in that 2 hex range.
