patch 1: missing roads

I reported this in the map thread before the patch too - thought it would be fixed in patch but it's still there

Two roads seem to be missing in Japan, see the pic. The locations shown by arrows have a minor road drawn on map but no road appears with the road network overlay ("R" key)
