Crossing a river inot your *own* city requires a shock attack?

Trying to hold onto Moulmein over the weekend (FAIL), I noticed that reinforcements I shipped into Rangoon had to shock attack just to get *into* the city hex I owned when they crossed the Salween from the north.

I understand about attacking across a river .. but having to shock attack your way across just to get into a city you own? Note that I have not yet applied the patch (lazy).
