Can't combine units

3 regiments of the 25th infantry division at Pearl. Why can't I combine them into a division

They need to have the same HQ and they need to have the same equipment in the same slots.  For example there may be a 37mm AT gun which upgrades to a 57mm.  If one regiment has upgraded, but the others haven't, you won't be able to combine until all three regiments have the same weapon in that slot.  It's a game engine limitation, the engine can't handle more than one device in a given slot and forcing combining would require either downgrading the upgraded device or upgrading the others, which could result in devices created out of thin air.  So no combining unless they all have the same devices.
