The range of the effect is the main difference:

Corps HQ = 1 hex range (own hex only)
Army HQ = 5 hex range (own hex + upto 4 hexes distant)

In an older post, one of the map mavens indicated the HQ ranges are noninclusive of the current hex. But then, I've been wrong before.
