This is not a 'bug' per se, but a glitch you might want to fix.

When creating a TF, on the ship selection page there are toggles to show/suppress ships not due upgrade and show/suppress ships due upgrade. They work great. The complication is that the settings persist after you have finished picking the ships for that TF.

Suppose that you set one of the toggles when creating a TF. Then you go to another port and try to create a TF. But, due to the criteria of the toggle you set, there are no ships to choose from (for example you are suppressing ships due for upgrade, and all ships at the port are due for upgrade). The problem is that the toggle buttons are not presented at the bottom of the create TF screen if the ship list is blank when you first enter the screen. This means you cannot change the toggles to see the ships that are in the port so you can choose them.

The work-around is to go to another port that does have ships that will show up with the carried-over toggle settings, start to create a TF, the toggle buttons will be displayed, put the toggles back to 'normal', then abort the TF creation.
