New confusion about bomb loads vs. range

I'm playing the Thousand Mile war scenario. My B-24's are based at Adak. How come they are only dropping two 500 lbs. on each sortie? That's the same load they carried from Dutch Harbor! It seems to me that they should be able to carry at least 10 500lbs. when they only have to go about a 1/3 of their max. range. The B-25 at Adak should be able to carry more than one 500 lb. bomb too.
