Rebuilding land unit fragments

Hi-I believe this applies to all scenarios. In AE, is it possible to get fragments of land units to rebuild over time?

I'm trying to get Cavite naval base force (ENG) out of Manilla to Darwin and the ships I'm loading it on keep getting major damage by air attack. Some ships I can get out, but I save only fragments of the unit.

If it(and others) won't/can't rebuild, I'd rather try to get something else out.

yes they are rebuilt
