partisans if Kentucky remains neutral after invaded

Post by Treefrog »

As I read the rules, if Kentucky is invaded and does not become a permanent state of the non-invading side not invading, then it is neutral and no garrisons are required to prevent partisans, correct?

Or, if it remains neutral and the invader continues to move into additional regions on following turns, does is Kentucky subject to another chance to go over to the other side?

Kentucky's status the remainder of the game (CSA, Union or neutral) is decided the turn after one side invades and never changes.

Neutral population regions require garrison to prevent partisans as do enemy regions.
